Let P(6,b-2) and Q(-2,4) is line segment.
Let A(2,-3)is Mid-point of PQ.

Using Mid-point formula:
A(2,-3)= 6-2/2, b-2+4/2
Comparing y Co-ordinate
-3=b-2+4/2
-6=b+2
b=-6-2
b=-8
