Because metal is a good conductor and that's why it has a large number of free electrons present. If we increases the temperature of metal body then the free electrons gains sufficient energy and comes out of the surface. For the electrons resides at the surface, the energy equal to the work function is required and for the electrons present deep inside the surface energy more tan work function is required.
