Mandal Commission was established in India on 1 January 1979 by the Janata Party government under Prime Minister Morarji Desai with a mandate to "identify the socially or educationally backward." It was headed by Indian parliamentarian B.P.Commission recommended the following steps: (a) The reservation of 27 per cent jobs for those who do not qualify on the basis of merit.
