Everyone in a society has different goals, so fr example - building a dam, can be useful fr some, and development fr some company, building the dam,...bt it may not be, useful fr the villagers who have to leave that place fr the construction of the dam........Therefore, we can say that development fr some, is not the development fr others...... Hope it will help you..
