The proportion of poor people is not the same in every state . all the state level poverty has witnessed the security dicline from the level of early 70s the success rate of reducing poverty varies from state to state . Recent estimate show that in 20 states a union territory is less than National average on the other hand forward is there a serious problem in Odisha Bihar Assam Tripura and up Odisha and Bihar continue to be the poorest state with the poverty ratio of 47% and 43% respectively Along With rural poverty and urban poverty is high in Odisha MP Bihar and UK
