Carbon shares its electrons with other elements but it does not exchange electrons,i.e, it forms covalent compounds and not ionic compounds. Since there is no formation of ions, which are necessary for conducting electricity, carbon compounds do not conduct electricity.

Bcoz carbon compounds do not form ionic bond they form covalent bonds, and ions are necessary for conductivity of electricity......

Because carbon is a nonmetal.but graphite is an exception which conducts.
