It simply means that the people in the country with one of the largest accumulation of resources in the World are still struggling to fulfill their basic day to day requirements, like health, education, sanitation, clean drinking water etc.
The problem lies not with the scarcity of resources but with the concentration of resources. A major part of wealth in India is accumulated by a small group of people.
