You could use a Hunsdiecker reaction. Treat the benzoic acid with silver(I)carbonate and elemental bromine in carbon tetrachloride. A radical decarboxylation yields the phenyl radical which reacts with dibromine to yield bromobenzene. This reaction was first observed by the Russian chemist and composer Alexander Borodin.
