Because in solid state ions are not free to move due to electrostactic force of attraction between the constituents particles While I molten state ions are free to move so they conduct electricity

because in molten state or aquous state they have free ions and thus they conduct electricity while in solid state...they are electrical insulator due to absense of free ions.
