It means that their should be no any descrimination in election between big peoples and small.Everyone should get equal right for voting. Example : there is a richest man or a VIP person and rather all are common peoples so it doesn't mean that he or she who is rich is allowed to give more votes because it is the dicrimination so ''One person, one vote, one value''
