1.He is the member of the Legislative Assembly elected by the people directly. 1. He is an elected MLA who got an important portfolio under the ruling government.
2.He can also form a government, if his party  wins majority seats. 2.He has to be from the ruling party.
3. He may form the opposition. 3. He cannot form opposition.
