Right answer is here, This was an act which was passed by british parliament to arrest any political person of india for 2 years without any trial. The committee head was Sir Sydney Rowlatt. I thinks its enough.

It was passed by British government in they check Indian consitution but it did not contain any Indian member all were British .This was Rowaltt Act 1919.
