The green revolution was limited only to increased production of wheat because the High Yielding Variety seeds were only available for wheat. It was limited to a few regions only because the green revolution involves usage of inputs like HYV seeds, irrigation which were mostly available in northern India or western Uttar Pradesh and only the rich farmers could afford that.
