    No it is not a imp criteria because 1)Arise in av income may be due to rise in prices but not physical output .so thia is not a reliable process 2)the increase in production may be due to use of modern capital intensive techonlogy replacing the workers leadong to unemployment 3) national income rises but its unequal distribution creates a gap between the poors and the rich . This factor is hidden while taking thw av income
