The state government has three organs the legislature, the executive and the judiciary. The Legislature is the law-making organ of the government. The state legislature consists of a Governor and one or two Houses of legislature according to the state concerned. Maharastra, Jammu and Kashmir , Uttar Pradesh , Bihar , Karnataka have two houses of legislature.

A legislature is a deliberative assembly with the authority to make laws for a political entity such as a country or city.A legislature usually contains a fixed number of legislators; because legislatures usually meet in a specific room filled with seats for the legislators, this is often described as the number of "seats" it contains.In India we have bicameral legislatures, the upper house or the Rajya Sabha, while the other is considered the lower house or the Lok Sabha.
