Yes if we throw a ball upward at highest point velocity is zero but acceleration not zero due to gravity ball having -g acceleration.

It is possible when velocity is constant because constant velocity means no change In velocity and change in velocity is known as acceleration and here no any change in velocity therefore accleration is zero
