1.There are two or more tiers of the govt. 2.Each tier of the govt.rule the same citizen but have its own jurisdiction. 3.The jurisdiction for each tier of govt.is specified by the constitution. 4.The fundamental provision of the constitution cannot be changed unilaterally by one level of the govt.
