NO2 is coloured because of presence of unpaired electrons while N2O4 is colourless because of paired electrons. No unpaired electron is present

Due to presence of lone pair on oxygen atom in NO2 the electrons are excited easily from ground state to excited state by absorbing specific colour of light . When they came back to ground state emit specific colour. That is why NO2 is coloured.Whearas in N2O4 their is absence of lone pair on oxygen atom,so exitment of electron does not occur andN2O4 is colourless.
