Top level can't directly communicate or send info to low level of mngmt, it takes lot of time to send info or communicate with the same level of mngmt then , scalar chain states that the same level of mngmt can directly communicate or send info to the same level of mngmt by GANG PLANK...plse see the diagram also in the book...Hope it helped...?

This principle states that if the lower level of management wants to communicate or send information to top level management then the lower level of management can send the information or communicate directly to top level management and does not has to waste thr time in following the precedure of sending the info. to middle level first then to top level managemnt then it will come back to middle level of mngmnt and then to low level of mngmnt, it take a lot of time...Hope it helped?...plse refer to ncert also...
