The circle of justice means that a king cannot live without the help of a soldier ans soldier cannot survive without the salary which comes from the revenue collected from the peasant and the peasant can pay the revenue only when he is happy and prosperous.The peasant can be happy only when the king makes an honest decision and if he gives justice. It was important for millitary commanders because they get their salary from the peasants yield.
