Because electricfield lines can never emitts from negative terminal

Consider two spheres , having +ve and _ve charge. Now the electric field lines are from the sphere havinge positive charge to the sphere having negative charge. Since there exist no efl inside the sphere , no close loop is possible.

Beacause it always move from positive to negative point but to make closed loop they have to move negative to positive which does not happened
