The formal line of authorities or superiors from highest to lowest rank is called scalar chain.Fayol insist that every information must pass through this chain but sometimes following scalar chain becomes a long process and if some information has to be passed it gets delayef so in case of emergency information fayol permitted a short cit in the scalar chain called"gank plan". it permits direct communication between the employees working in different position without following the scalar chain.

The top officials of a country’s Government held a meeting in order to speed up the business growth. In the meeting it was decided that there was a need for granting several exemptions to the Business Units already established. Similiarly ,they felt that with a view to setting up new Business Units the young men needed to be encouraged.
