    A plastic comb gets charge when it is passes through hair .It is due to friction.But wet hair has less friction as compared to dry hairs.Due to this reason ,comb does not get any charge.**This charging with help of the friction also known as charging by rubbing.**I hope this answer is useful for u!!!
