In this fixture the seeding of the team tes is required in the quarter finals. Write the 23 teams in vertical at the one side. Now divide the teams in upper half and lower half using the formula of (n+1) /2, n is the no.of teams so (23+1)/2 = 12, so no. Of teams in upper half is 12 and obviously in lower half 23-12=11.....now bold draw a line between 12 and 13 to show it as diving line of upper half and lower half. Now as u know that since the no. Of teams(23) is not a power of 2 that is 2,4,8,16,32......and so on we need to add bye in the fixture, ti choose the no. Of bye we need to, choose the next great of power of 2 than of the no. Of teams meaning if the no. Of team is 23 we will choose 32 as its is the next great power now no. Of byes will be 32-23=9 now we know that the no. Of byes to be used is 9 in the whole fixture but there is correct place for each of the bye..... So we use tge formula to divide the no.of bye in upper half and lower half, so in upper half it is( NB-1)/2 so NB is no. Of byes that is 9....so (9-1)/2=4 so no. Of byes in upper half is 4 so obviously ib lower half it would be 9-4=5.... Now place the first bye at the last team of the lower hal meaning, make a dash in front of no. 23 (that would be your first bye of 9 byes) now next at first team of the upper half repeat the same in front of 1(2nd bye) now first team of lower half, in front of 13(3rd bye) now at last team of the od the upper half (4th bye)..... Now repeat the whole process till 9 bye.... Now connect the byed teams of upper half and in the lower half connect the bye of the team no. 21 to upper teams.....now draw the fixture further as u know and don't forget to mention the tes seeded in the quarter finals.
