Rat hunt has been started by the french people in order to stop rat to go to colonies and spread disease. they have afforded some Vietnam people in order to kill the rat. By killing 1 rat they could get some revenue they have to show the tail of the rat. For getting money. Suddenly they have thought that why to kill the so they just cut the tail of rat and take the money from french people....
