    Drift velocity is average velocity with which electrons move towards positive terminal of conductor when potential is applied across conductor. In easy words when potential is applied across conductor electron start moving towards positive end of conductor..while moving with some velocity it may strike some obstrution(positive centres)on the way so it's speed reduces to 0...then it again acquire some velocity and start moving so time it spent in acquiring velocity after coming to rest is called relaxation time. So when temp Inc electron start moving fast so in haste they strike with positive centres more often so relaxation time increases
