There are dry areas where charge can build up (e.g compare a desert to a lake). And there are surface current-flows (e.g. during lightning where charge moves to/from the surface). So it is not an equipotential surface. But for some purposes (e.g. calculations involving the distribution of charged particles in the earth's magnetic field in outer space) it would be accurate enough to treat the earth's surface as an equipotential. ???
