Because electron are free to move in an atom proton and neutron are fixed at their mean point in consisting an atom

Protons are more strongly bonded deep inside the nucleus through nuclear forces whereas electrons are less strongly bonded and the most easy way to remove electron is to remove the outermost electrons rather than a nucleon inside the atom.
