Due to strong intermolecular forces of attraction the particles are tightly bound and are not free to move. So, they have a fixed shape and a constant volume.

Because the forces of attraction between molecules makes the molecules tightly bound and so the separation between molecules remains constant which prevents them from occupying more or less volume.
