1) both the countries had a common problem of (language) 2)both the countries men speaks difficult language DIFFERENCE.. 1) people staying in Belgium were agree to make a govt. Which will contain equal men from each language 2) and reduced the problem BUT 1) sri Lankan govt. build the problem more 2) that cause civil war
