the horizontal form of government is called the checks and balances because all the three organs- legislature, judiciary and executive have equal powers and they keep a check on each other for example:
legislature keeps a check on executive by appointing the prime minister, judiciary by making laws.
executive by signing the bill(the president signs and is a part of executive), judiciary by appointing the supreme court chief justice and other high positions.
judiciary checks on legislature by checking the validity of laws, executive by the usage of powers of the ministers ,
