Gravity is not depand on mass in vaccum but in normal air havier body reach early than the lighter body

Who told you that gravity doesn't act on body having lower masses. Infact gravity is not dependent on the mass og the body. g=GM/R^2. but the force is so low that it is counter Balanced by the air resistive force.

Clouds are made up of vapour so it's mass is very less so there is no effect of gravity on it
