Bcz in case of phenol electron density at O atom increase due to resonance and various other factor this make the bond between O and H atoms weaker so phenol donate H atom easily and show acidic in nature

Phenyl group act as a E.W.G group which increase the acidic nature and decrease the basic nature due to resonance effect
