Both potentiometers and voltmeters are used to measure emf of a cell. Emf is the potential difference between the terminals of a battery/cell measured in open circuit, i.e., when no current is drawn from the battery. When current is drawn from a battery, the potential difference measured is found to be less than the e m f since the battery has an internal resistance. A potentiometer makes use of null deflection method where no current is drawn from the cell whose e m f is to be measured . A voltmeter how ever draws a current in order to show a reading. A potentiometer therefore gives the correct value of e m f.
