If someone tries to push a wooden block placed on a rough surface then the box does not move because the frictional force is much more than applied force then why not the frictional force push the box since we know that greater force push the box.

Because we know from Newton's Third Law of Motion, here action frictional force acts, therefore reaction of rough surface are also acting due to which they are balancing each other, so frictional force does not push.
