Electrons always remain is their own energy levels or shells depending upon their energies. If they in case lose their energy so, they gain energy from othet electrons and, if they get simply attrcted towards the nucleus so the entire outer shell will be emptied and soon the atom will be destroyed. And, if we talk about protons so, they carry positive charges along with them. So, they oppose each other.
