Why the volume of gas collected in cathode is double than that of anode during electrolytic decomposition of water?

During electrolysis of water hydrogen goes to one test tube and water goes to another test tube. Since water contains two parts of hydrogen and one part of oxygen so the volume of oxygen gas collected in cathode is double the volume of hydrogen gas collected in anode.
