torque is a vector quantity so the sign(+/-) is actually used to determine the direction of the torque acting while the magnitude is taken with a modulus. But if u don't distinguish direction and magnitude separatly than calculate by taking the sign of the charge and so torque can be overall negative but its magnitude can't be negative
