In ex 1.7 why |F3| = 3^1/2 F is because the angle between the vectors is 60 deg and using parallelogram law of vector addition F3 = (F^2 + F^2 - 2FFCos 60)^1/2
F3 = (F^2 + F^2- 2xF^2x 1/2)^1/2
F3 = (F^2 + F^2 + F^2)^1/2
F3 =( 3F^2)^1/2
F3 = 3^1/2 F

In case of the other vector additions giving the resultant forces F1 and F2, the angle is 120 deg and cos 120 = -1/2.
