Accordingly,in optics the scattering is governed by Rayleigh scattering ,scattering is inversely proportion to fourth power of wavelength, hence blue colour have small wavelength it's scattering is maximum

Dust particles along with water suspended in air form colloid which due to Tyndal effect scatter blue light(due to small wavelength it's scattering is intense) which reaches our eyes & thus sky looks blue
