Fluorine doesn't posses d orbital therefore it can't expand it's octet whereas due to presence of d orbital in Cl atom it can expand it's octet and hens ClF3 exists whereas FCl3 not.

I think , florine is more oxidizing than chlorine thus it can oxidize it to its +3 oxidation state while chlorine can't oxidize florine

Because Cl has a larger size which is enough to accommodate 3 F but flourine has a smaller size
