Because at the sunset time Sun is near the horizon light travel a large distance nd due to atmospheric refraction shorter wavelength color scatter do not reach our eye but larger wave like reach our eye and it appear to come from Sun. Sun looks reddish in the sunset and sunrise time..... And in noon sun was closer to the earth so shorter wave length colour but larger wave length does not scatter, so it look blue in noon
