In H3PO4 ox. State of P is +5 while in H3PO2 IT IS +1 SO IN H3PO2 P CAN CHANGE ITS STATE FROM +1 TO +5 SHOWING REDUCING NATURE WHILE IN H3PO4 P CAN'T INCREASE ITS OX STATE FURTHER

Because H3Po4 does not have any P-H bond which can break while H3PO2 have two P-H bond which breaks and show reducing character. Remember always it is the P-H bond which can break to show reducing property not O-H bond.
