The standard electrode potential for chlorine is much higher than that of iodine. So, chlorine is indeed a stronger oxidising agent than iodine. The reason for this is that chlorine's valence shell is closer to the positively charged nucleus than that of iodine. So, an electron will be attracted by chlorine more than iodine, making it a stronger oxidizing agent.

Chlorine has more tendency to gain electron then iodine hence chlorine get oxidised more easily hence its a better reducing agent
