Coz , here Ti is in +3 oxidation state. But +4 is stable for Ti as Ti electronic configuration is 4s2 3d2 . By loosing four electrons it will achieve stable noble gas configuration. That's why Ti in +3 oxidation state try to loose one more electron and convert to +4 oxidation state. That's why Ticl3 is a good reducing agent.
