During secondary growth in dicot plants , theouter cortical layers and epidermal layers break down and needs to be replaced. Meanwhile cork cambium which is double layers thick and made up of rectangular cells develop in the cortex region. This layer begins to cut off new cells on both sides. The outer layer differentiates into phelloderm and inner one into cork/phellem
