Phenol is more acidic than ethanol because after losing H+ ion, phenol converts to phenoxide ion which is resonance stabilitzed. Whereas in ethanol, after losing H+ ion, it changes to C2H5O^- ion in which C2H5 group applies +I effect. So it is destabilized.
