If u talk about NSR then also ketones are more reactive because carbon to which oxygen is attached have partial +I've charge which is stabilized by the +I effect of two alkyl groups

Ketones are more reactive because they are more polar and tendency of a electrophile to attack is more because alkyl groups on both sides have their+I effect on oxygen which increases the electron density on oxygen
In ketone there are two CH3 group which make stable. So Nucleophile is difficult to addition. In aldehyde there are one CH3 group which make less stable than ketone. So Nucleophile is easily attack.
Aldehydes are more reactive than ketone b'coz electrophilicity (rate of accepting electrons ) of aldehyde is high
