Micelle formation will not be possible in solvents like ethanol in which sodium salt of fatty acids do not dissolve.

Because soap consists of two parts: Polar hydrophyilic end which dissolves in hydrocarbons. When soap is added to water, the polar hydrophilic end of soap dissolves in water while the carbon chain (nin-polar hydrophobic end) dissolves in oil. The soap molecules thus form structure called micelles.
