    Electrostatic field must be perpendicular to a charged conductor because if an an electric field exists tangentially to a charged conductor it would make the flow of charges and some work would be needed to remove that tangential component from the surface but we know that work done in moving a charge on surface of a charged conductor is zero. Hence a field always exists perpendicular to the charged conductor.
